India mulls antidumping duties on NBR imports

    MUMBAI, India—The Indian government has been advised to impose a five-year antidumping duty on acrylonitrile butadiene rubber (NBR) imports from China, EU, Japan and Russia.

    In its final findings of the antidumping investigations published May 12, the Directorate General of Trade Remedies concluded that domestic industry had suffered material injury due to the dumping NBR.

    The agency has recommended a duty of $2,086.78/metric ton for all producers.

    The DGTR launched the investigations in May 2020 upon a complaint by the country's only NBR producer Apcotex Industries Ltd.

    The investigation covered the period from July 2019 to March 2020.

    Among the companies affected by the decision are Arlanxeo Emulsion Rubber France SAS, Zeon Corp. and Russia's JSC Kransnoyarsk Synthetic Rubber Plant. Japan's JSR was not included in the list as "injury margins from the producer is negative," according the DGTR.

    The Indian ministry of finance will review the proposed duties and is expected to enforce them within three months.
