NEW DELHI—India has launched an investigation into alleged dumping of thermoplastic polyurethanes originating or exported from China.
The probe was initiated upon a petition by Covestro (India) Pvt. Ltd., a subsidiary of Covestro A.G., which has alleged that injury and threat of injury is being caused to the domestic industry due to the dumped imports.
In a Sept. 29 statement, the Directorate General of Trade Remedies (DGTR) at the Indian Ministry of Commerce and Industry said that the product scope covered polyester- and polyether-based TPU elastomers.
Polycaprolactone-based TPUs have been specifically excluded from the investigation, it added.
According to DGTR, Covestro India has claimed in its petition to be the "sole producer" of the subject goods in India, constituting 100 percent of the Indian production.
"The applicant has claimed that its performance has been adversely impacted in respect of sales, profitability, return on investment, accumulation of inventories and capacity utilization," the agency said. It added that there is "sufficient prima facie evidence" that the injury is being caused by dumped imports from the subject country.
