TICONDEROGA, N.Y. (Sept. 25) — The New York Department of Environmental Conservation has granted International Paper Co. the permit it needs to conduct a test burn of tire-derived fuel at its Ticonderoga plant.
"We're shooting for early November," an IP spokeswoman said. The project will ramp up from one ton to three tons of TDF burned per hour, equivalent to about 10 percent of the plant's fuel use measured by BTUs, the spokeswoman said.
Vermont officials, displeased at the prospect of TDF being burned across Lake Champlain from their state, and Vermont Gov. Jim Douglas told the Associated Press that the state had filed a petition with the U.S. Environmental Protection Agency asking it to oppose the permit. The EPA, however, deferred the permit decision to the New York agency after the statutory 45 days of consideration.
