ALBANY, N.Y. (July 8)—The New York Senate has passed a scrap tire management bill by a 33-25, straight-party-line vote. The bill, backed by GOP Gov. George Pataki, charges a $1.25 fee on each new tire sold in the state, with 25 cents going to tire dealers who collect the fee and the rest going to a dedicated scrap tire fund. The state Assembly adjourned without approving the bill, but a Senate spokeswoman said Assembly members are subject to the Speaker's call to reconvene.
