ALBANY, N.Y. (June 18)—Chances are good that the New York state legislature will debate and approve a bill to create a scrap tire program before it adjourns June 20 or 21, according to the Rubber Manufacturers Association. "This is a cooperative effort by the governor, the Assembly speaker and the president pro tem of the Senate, without which nothing gets done in New York," an RMA spokesman said. The association has tried for years to have a scrap tire management program established in New York, one of the few major states still without one.
