WASHINGTON (Dec. 20)—The House of Representatives has passed a combined bill limiting small business liability in both Superfund site cleanups and brownfields (urban toxic dump site) development. While the tire industry is pleased with the bill's passage, tire dealers and retreaders still hope to combine this bill in the Senate with a measure limiting small business liability in used oil disposal. "There are three parts to the puzzle we have to fix," said Roy E. Littlefield III, government affairs director for the International Tire and Rubber Association. "These are two of them."
