BIG SPRING, Texas (Dec. 18)—Alon USA and Wright Asphalt Products Co. are building a $7.5 million plant to make crumb-rubber-modified asphalt in Big Spring, starting in January. Scheduled to be completed in April, the facility will have a capacity of 2,000-3,000 barrels of rubberized asphalt daily, switching back and forth between different grades of the product, according to Alon USA President Jeff Morris. The plant is being built at the Alon refinery site in Big Spring, and its existing staff of 200 will be able to operate the addition, Morris said.
