DURHAM, N.C. (Nov. 28)—Dow Chemical Co. and Reichhold Inc. have been cleared by the U.S. Federal Trade Commission to move ahead with plans to build a specialty latex joint venture, Dow Reichhold Specialty Latex L.L.C.
