WASHINGTON (May 23)—The House of Representatives voted 419-0 to pass a bill giving small businesses important breaks from hazardous waste cleanup liability under Superfund. Under the measure, firms with fewer than 100 employees aren't liable for Superfund site cleanup if they contributed only municipal solid waste or very small amounts of hazardous waste to the site. Also, if larger companies sue smaller ones to pay bigger shares of Superfund cleanups and lose, the legislation requires the larger businesses to pay the smaller companies' legal fees.
