DIDCOT, England (Dec. 4)—Michelin Tyre P.L.C. and Blue Circle Cement U.K. are forming a joint venture to supply scrap tires to fuel Blue Circle´s cement works. The venture, called Sapphire Energy Recovery, will cost $1.5 million and start operating early next year, Blue Circle said. Employing 25, Sapphire will be based in Staffordshie, England, and in three years is expected to utilize about half the 39.5 million tires scrapped in the United Kingdom each year.
